My Response to Raymond Ho's Legco Motion on Infrastructure Development

Dear All,


Ir Raymond Ho has moved in Legco today a motion on promoting infrastructure development. Whilst the objectives of the motion – to expedite infrastructure development, increase employment opportunities, enhance the overall competitiveness of Hong Kong and attain sustainable development – are in fact the stated aims of the government, the key actually lies in what is missing from the motion – a roadmap of what, how and when.


What?


Whilst the Ten Infrastructure Projects are worthwhile pursuits, we should be cool-headed enough in understanding what will benefit us most, and what will not. For instance, by its own admission the government has pointed out that it could not finish site formation for the Lok Mak Chau Loop project until 2020. This throws doubt on whether the project can really help HK and the engineering profession in a timely fashion. Should we not urge the government to consider other development priorities, such as new development areas around Kam Tin and Yuen Long, and avoid being stuck in the mud?


How?


The power of engineering should be deployed to meeting the needs of the Hong Kong people. In this time of financial tsunami and climate change crisis, we should try to forge a Green New Deal – creating green jobs whilst improving the environment. For instance, in the West Kowloon Cultural District project, we can bring in engineering innovations to create a low-carbon demonstration zone, by using district cooling systems, automated people-mover networks and micro-renewable energy. Engineers can show the way to a brighter future.


When?


By focusing solely on the Ten Infrastructure Projects, we tend to forget that not all community members, and not all engineers, may benefit from mega-projects. We need coordinated policies to speed up both public and private investments in community projects that can bring early gains to the neighbourhoods. These may include the strengthening of the recycling industry, upgrade of energy efficiency in building stocks, addition of pedestrian walkways, improvement works to harbourfront promenade, roof greening and many others. Top policy makers should not be allowed to offer more excuses for delaying other sustainable infrastructure such as HATS II and waste-to-energy plants. To make this happen, we need policy breakthroughs not just from the Development Bureau, but also the Environment Bureau, the Transport Bureau, the Finance Bureau, and above all, a Chief Executive humble enough to bow to professional views.


Ir Raymond Ho may have good intention in moving such a motion. Yet during this time of crises, what the government needs is more foresight and innovation beyond conventional views. A dull and unimaginative motion will not help.


May I take this chance to wish all fellow engineers a merry Christmas, and extra strength to take us through the turbulent times in the New Year!

建設農村重生能力由汶川開始

汶川大地震剛過了六個月,進入了落實規劃、開展永久性重建的關鍵時刻。

在鎂光燈已經撤出了災區,災民生活漸漸被遺忘之際,香港大學和北京師範大學剛在四川成都舉辦了一場「全球對話」,檢視災後重建面對的挑戰。在會後的實地考察過程中,一方面令人感受到救災重建投入的巨大資源,另一方面令人憂心重建進度的城鄉差異,讓數百萬受災農民捱上一個難以忍受的寒冬。

「這是全世界最大的板房區,總共住上了兩萬多人!」當工作人員為我們介紹德陽市的臨時安置區的時候,這種把災區變作旅游景點的感覺令人渾身不自在。隨後到達了綿竹市漢旺鎮,由於鎮上的鐘樓剛好在大地震的一刻 --- 下午二時二十八分停頓下來卻屹立不倒,政府決定把全鎮保留作為「地震紀念公園」。看上去剛剛三十出頭的鎮長介紹了全鎮在十多公裡外覓址重建的迫切性,在令人心酸的瓦礫中道出了對未來的憧憬。

第二天到達的北川縣城,是另一個全鎮被毀,需要易地重建的重災區。縣城原來有一萬多人口,地震後僅四千多人逃出,而全城近三份之二的面積,更在九月廿四日被泥石流大幅掩沒,全城現已被公安封鎖,不准進入。儘管如此,縣城封鎖線的外圍還住有不少居民,主要生計是向到訪的遊客推銷災情圖片及光盤,當中包括不少在路上穿梭兜售的小孩。

農村重建舉步維艱

香港無國界工程師和四川省社會科學院剛於上月在彭州市小魚洞鎮攜手完成了一項農村災後調查,了解當地中壩村農戶的境況和對災後重建的訴求。

中壩村共有305戶,998人散居於7個自然村,現有山林12700畝和田地650畝。該村是有名的中藥之鄉,種植藥材的收入佔村民總收入的六成,其他收入來源還有礦山和炸藥廠,運輸業,外出務工,經營農家樂等。在2007年,村民人均年收入約五千元。超過七成的災民表示,他們的頭等大事是重建永久住房,已經開過六次村民會議,填過五次表格,但政策多變著實讓村民摸不著頭腦。

按照當地政策,農戶可以選擇三種重建方案:原址重建、統規統建或統規自建。選擇原址重建的家庭,根據家庭人口數計算補貼金額:1-2人戶,補貼16000元;3-4人戶,補貼19000元;5人及以上戶,補貼22000元。統規自建則是在原址重建補貼金額的基礎上,給予每人8000元的基建費補助。統規統建則是村民不出錢,政府不補貼,但需要集中住在統一興建的平房。對口支援的外省設計院據稱已提出了一個「上海式」的統建平房規劃方案,但大部份人還是不願意統規統建,一來離開原來住的地方種地不方便;二來沒有地方飼養牲畜;三來樓房“無天無地無院壩”住不慣。新建一間農村住房最少要五、六萬元,與政府承諾的補貼差一大截。由於大部份農民既無積蓄,亦無貸款渠道,政府因農民未有配套資金而不願發放補貼,所以中壩村永久住房的重建基本上並未開展。

從中壩村面對的困境,可以看到農村重建必須克服兩大風險。第一是「由上而下」的決策模式 :如果災民沒有渠道參與重建規劃的決策,便隻能服從於「一刀切」的指令,接受不切實際的安排。第二是「由外至內」的支援模式 :外來對口支援單位對行政方便的考慮,往往凌駕災民的實際需要,結果導致資源浪費,亦無助於當地社區的可持續發展。

由下而上方能發揮動力

相對於資源集中的城鎮,偏遠農村獲分配的資源甚少,政府資助亦最難落實。看來加快農村重建的最佳辦法莫過於增強農民在地建設的能力。例如,成立村鎭一級的「重建互助社」作為共同規劃、集體接受支援、對外談判和採購的單位。政府可以鼓勵公民團體向「重建互助社」提供服務和專業支援,加強在地能力建設。

為了切合現況,「統規統建」的模式可代之以「共規聯建」,在專業人士義助下推動農民參與共同規劃,因地制宜由農民聯合建設自己的家園。為了解決農民配套資金不足的難題,必須設立「微型信貸」機制以彌補「國家補助」的不足,鼓勵銀行接受在建住房為抵押品,提供小額貸款。

特區政府現有共二十億元的捐助,其中九成多已用於城市基建的大型項目。鑑於農村重建的特殊困難,特區政府在下一輪的援建款項中,應撥出最少一半作為協助農村能力建設之用,更可藉此鼓勵本港專業人士發揮所長,參與培訓工作,提供規劃、工程、建築、心理輔導和社區建設等服務,以至利用本港的金融專長協助設立「微型信貸」機制。雪中送炭的價值萬倍於錦上添花,港人的捐獻必須用得其所。

Dear Fellow Engineers,

 


Many engineers are concerned about the reconstruction progress in Sichuan, now that the HKSAR Government has allocated $2 billion to help. In my trip to Sichuan two weeks ago, it is clear that tremendous effort are being poured into the reconstruction. A lot of infrastructure, including roads and bridges linking major cities, are being rebuilt. It is however also clear that the majority of resources are allocated to cities and large townships. The subsidies and assistance to remote villages and small townships are much harder to come by.

In a visit to Chongbai Village in Pangzhou City - the site where Engineers Without Borders - Hong Kong (EWB) had recently completed a post-disaster survey in collaboration with the Sichuan Academy of Social Science, it was evident that reconstruction for permanent housing has yet to begin. All villagers are staying either at transitional housing at a central location or temporary self-built huts near their own plots of land. They are bracing for a cold winter under pretty basic conditions.

The slow progress is as much a result of lack of funding (government subsidies cover less than half of what most households need for rebuilding their own house) as the lack of participatory planning. From the survey it is clear that the villagers know exactly what they need to rebuild their own lives but unfortunately the current arrangements for external help are delivered through a top-down approach which do not necessarily take into account of their needs.

There is much that Hong Kong professionals can help. The key is to help build local capacity by training local professionals and offer assistance in participatory planning, engineering and construction. To solve the funding problem, it is also worth exploring the feasibility of micro-finance at the village level. None of these is easy to come by as it requires trust-building with local partners and the removal of many adminstrative barriers. And yet such effort by Hong Kong engineers, even if only partial success can be achieved, may mean a huge difference to the many villagers now living in barely acceptable conditions.

引用立法會權力及特權條例調查雷曼事件 -- 何鍾泰為何不投票?

經過八小時的辯論,立法會昨晚(星期三)以大比數通過引用立法會權力及特權條例調查雷曼事件。對此我感到高興,尤其當想起一直跟進協助雷曼苦主的過程中看到那一張又一張欲哭無淚的臉。在表決之前,議員何鍾泰離席不投票。


昨天, 我正以無國界工程師主席的身份在四川協助災後重建工作之際, 得知不少市民與工程師朋友對何鍾泰事先張揚「不投票」感到憤怒; 因此, 我於昨日下午向傳媒發了以下的新聞稿, 亦希望與所有工程師朋友繼續一起監察何鍾泰的表現:

黎廣德呼籲何鍾泰本着良知投票


黎廣德工程師對工程界立法會議員何鍾泰表示在立法會表決引用權力及特權法調查雷曼事件時不投票,深表關注,鄭重呼籲何鍾泰應本着專業人士的良知與議員的責任去投票,不要一而再的與民為敵。黎表示無論最終何鍾泰的投票取向如何,其「不投票」的表態已惹來社會各界抨擊,傳媒甚至以「無恥」來形容,實在已嚴重破壞工程師的形象,對此感到難過。黎亦表示,早前已有其他工程師發了電郵給何鍾泰要求交代他在雷曼事件中的立場,但何一直未有向工程界公開解釋。

Free CPD Seminar by &quot;Engineers Without Borders&quot;

Dear Fellow Engineers,

In my capacity as the Chairman of the charity group, Engineers Without Borders-Hong Kong (EWB), I would like to invite you to join a free training session co-organised between EWB and Oxfam Hong Kong this Friday (Nov 7, 2008). Oxfam-HK has invited a public health specialist from Oxfam-GB, Oxford to deliver the training in water, sanitation and public health emergency responses for disaster-stricken areas. This will be a topic of great interest to all engineers who may contemplate to offer help in disaster relief and reconstruction efforts for Sichuan or other regional projects. Participants will be entitled to two hours of CPD points. Please find further details below or through this link


The reconstruction effort in Sichuan has now begun in earnest. In conjunction with the Sichuan Academy of Social Science, EWB has recently completed a needs survey and reconstruction plan for a village in Qingchuan City, Sichuan. More projects are on the way. Please feel free to visit our website www.ewb.hk for updates. Up to now, 197 engineers and built environment professionals have joined our Register of Humanitarian Engineers & Professionals (HEP). If you are able to contribute to the Sichuan reconstruction effort, you are most welcome to join the HEP Register through the EWB website. Regular training sessions are organised for those in the HEP register so as to build up local capacity for future disaster-relief efforts.

You may also like to know that we have recently embarked on a local charity project for elderly home improvement. In collaboration with YWCA, our engineers and architects are providing technical advice to senior citizens who need help to improve their homes with government subsidies. A total of 158 families will benefit from the first phase of this scheme. More are being planned.

從金融海嘯到氣候海嘯

當我們大家都被金融海嘯的殺傷力嚇得目瞪口呆的時候,可有想過另一次市場失效引起的「海嘯」會以怎樣的方式殺過來?


「氣候變化是全球有史以來最大的市場失效:排放溫室氣體而損害他人的人卻不用付出代價。拒絕行動或延誤行動都會帶來極大的風險,全球損失會比二十世紀兩次大戰的總和還要多。」這是本周訪港的斯頓爵士的結論。他是世界銀行的前首席經濟學家,兩年前發表了至今對氣候變化最全面的經濟分析,指出延誤減排行動會使全球年復一年地損失高達百分之二十的生產總值,但若全球能馬上協調行動,代價則可下降至全球每年百分之二的生產總值。


延誤行動令風險大增


歐洲重建開發銀行前行長亞德利表示,氣候變化對北半球國家帶來的損失遠超三萬億美元,比金融海嘯的損失還要高。金融海嘯和氣候變化帶來的殺傷性「海嘯」,其實存在很多共通點。


兩種「海嘯」在發生前都有可尋,只是大眾都對這些預警訊號置之不理。很多經濟學家,包括今年諾貝爾經濟學獎得主克魯格曼,固然對美國金融體系的風險多年來高調示警;即使近至去年八月,銀行體系出現信貸危機而須歐美央行大力介入,這些預警仍然被「大好友」的消息掩蓋。無論是監管機構或銀行體系,都以「不變應萬變」之名,坐以待斃。


氣候變化的根源和趨勢多年來爭論已久,但自從去年初「聯合國政府間氣候變化委員會」糾集了全球六百名科學家,發表了第四號報告書之後,已一鎚定音。全球各國必須在二年前把溫室汽體排放量減低至二○○○年排放量的一半,才有望避免不可逆轉的大災難。


除了科學家的聲音,氣候變化的預警訊號其實無處不在。例如極端天氣現象,今年便在香港見到兩個明顯例子:六月的降雨量打破了天文台開台一百二十五年來的紀錄,而二月亦是四十年以來連續寒冷天數最長的月份。若你家在大澳,你必然不會忘記有生以來從未見過的山泥傾瀉、洪水暴漲、海水倒灌……。可是,至今有多少香港人會因這些預警而對應付氣候變化坐言起行?


兩種「海嘯」的另一共通點是全球化特性。金融海嘯席捲全球,沒有任何經濟體系得以幸免。氣候變化也是如此,全球變暖不僅帶來水位上升,更帶來極端天氣、雨量轉移、物種變遷、病變加劇等現象。更重要的是應對氣候變化必須全球各國協調,同步行動。要避免國與國之間「你做我唔做」、「搶搭順風車」的現象(free-rider effect),是目前國際間談判的最大挑戰。


兩種「海嘯」有什麼關係?應對氣候海嘯所必須的全球行動會否因為金融海嘯而延誤,以至最後回天乏力?


在本月中的歐洲首腦會議,意大利總理貝雷思已經帶頭表示,由於經濟危機,難以遵守歐盟去年承諾在二年前按一九九年溫室氣體排放量減低百分之二十的目標。他說:「我們不想做唐吉柯德,我們還有時間。」這是典型的政客說詞,大有可能被美、日政府所利用,使聯合國明年底舉行的哥本哈根會議,難以為即將在二一二年到期的「京都議定書」達成後續協議。


轉危為機拓低碳經濟


從負面看,金融海嘯可能令原來準備投放於可再生能源的資金收縮,減慢替代化石燃料和技術創新的步伐。從正面看,經濟衰退會減少能源使用,國際能源組織已經預測,明年的石油使用量會下降二十四萬桶。


當然,經濟下滑並非減排的正道,因為衰退引起的國際紛爭會使各國更難達成減排協議。最佳策略是轉危為機,利用金融海嘯後需要政府出手刺激經濟的機會,把傳統經濟轉化為低碳經濟。


就以香港為例,特首在今年施政報告中採納了專業團體的建議,走出了一小步:在啟德發展區設立區域供冷系統、研究限制銷售鎢絲燈泡、資助大廈業主進行能源及二氧化碳排放綜合審計,和進行提升能源效益工程的部分費用。但政府切忌藥石亂投,應該把是否符合低碳發展模式作為評核資源投放的基本準則,例如把天然氣應用範圍擴大至巴士和小巴,把地區供冷系統應用到西九文化區,推行電子交通管理和道路收費,推行產品責任制以補貼回收再造業,以低碳模式建設副都市中心等等,都可以帶動多層次的經濟活動。


把十大基建的傳統思維擴闊到十大低碳發展的前瞻性視野,已成為特區政府的當務之急。

寂靜春天的使者 - 悼亡友陳偉群


「我們長期以來一直行駛的道路,使人容易錯認為一條舒適平坦,可以高速前進的超級公路,但道路的終點只有災難。另一條『很少人走過的岔路』,是我們最後唯一的機會,讓我們保住地球。」

我們都猜不透他是憑多少幹勁跑進來的。九龍華仁中學有很多清貧學生,但他是當年一間黃大仙區天台小學唯一派來的一個,名字排在一九七○年全港升中試榜上第一百零九位,並且是連續七年取得全額助學金。自此以後,他沒有辜負社會投資在他身上的一分一毫,多年後更憑著英聯邦獎學金負笈英國取得博士學位,研究香港華人社會的階級歷史。因著他,這個城市的軌跡在默默地轉移。

制度得益者的反叛與公義

有一年暑假,我和陳偉群等一班九龍華仁同學,在魏以立神父的鼓勵下,跑到中文大學用鐵皮搭建得像軍營般的臨時宿舍,參加長春社的「青年環境研討營」。那時的中大沒有多少棟校舍,幾十個少年人圍坐在荒涼的山坡上,對著夜空爭辯,誰放任皮革廠把新界梧桐河變成臭渠,因而使流浮山出產毒生蠔? 誰是水俁病(Minamata Disease)的元兇,使幾千名日本婦女因吃魚引致水銀中毒而誕下畸胎?當時我們不懂得什麼叫環境公義,只知道污染的受害者大都是弱勢無助的社群,因為科學知識被權貴所壟斷而任人魚肉,從此環保與公義的價值便在稚嫩的心靈刻上第一個烙印。

這個烙印隨華仁的歲月而加深。偉群在中六那年與一班在領袖訓練營認識的朋友創立了一個社會服務組織,名字很美,叫「星環」(Halo),寓意它要發光照亮社會。我們辦了一個有關夜校學生的調查,還召開記者會,為這些不甘於在填鴨制度下失敗而努力向上的學生抱不平,偉群還親自找來一些成年夜校學生為他們免費補習。我記得有一次往烏溪沙宿營,在簡陋的營舍裏,外面的吐露港漆黑一片,我們圍坐在暗弱的鎢絲燈下,用熾熱的心徹夜爭論一個議題:修修補補的社會服務是否阻礙社會變革的「遮醜布」?直到天亮,有人拿起結他,輔導我們的社工領頭唱了一首My Way。這位剛出道的社工便是後來當上民主黨主席的楊森,當夜還有徐詠璇和吳浩強等人。

偉群個子不高,輕盈的身軀帶著一副稚臉,一直到他擔任香港總商會的工商政策副總裁後,仍然被朋輩訕笑:只要他套上一件綠色校褸,依舊活像一名華仁中學生。

自從加入長春社後,偉群很快便成為文膽,擔任長春社旗艦刊物《協調》的主編。他長於分析,處事低調,並非街頭戰士型的環保分子,但還是有例外的一刻。一九七八年六月五日,我和偉群加上幾名長春社成員,跑到尖沙嘴天星碼頭旗杆前宣揚世界環境日。當時我們幾個人一字排開,從背包拿出防毒面具,還未來得及戴上,已經有警察跑到我們跟前制止。我在一位洋警司虎視眈眈下,被帶到尖沙嘴山的警署問話,可是連當值的警長也搞不清戴上防毒面具到底觸犯什麼法例。雖然偉群和我的「高調」活動以失敗告終,但這可能是香港史上首次抗議空氣污染的街頭行動,與他二十九年後在全港商界推行的「清新空氣約章」運動一脈相承。

偉群站在幕前的另一個例子顯示了他的全球視野。一九八○年,當時任長春社主席的溫石麟首先警覺,以李鵬為首的國家電力部正鼓吹在鄰近香港市中心只有五十公里的大亞灣興建核電廠。偉群與我和梁詠雩等著手推動香港人對核能風險的認識,邀請海外專家,舉辦講座,質詢政府和中電公司,成立關注核能聯合組織。一九八六年,前蘇聯發生切爾諾貝爾核電廠泄核事件,我們把馮智活推向台前,加上熊永達和劉千石等,四十多個團體成立「反對大亞灣核電廠聯席會議」,最後一呼百應,共取得一百萬港人簽名反對,創下了香港社會運動的最高簽名紀錄。雖然核電廠在李鵬主催下照樣興建,但終於加入了有港人參與的監察機制; 「反大核」運動更催生了許多環保團體,為日後公民社會播下萌芽的種子。

西九一役

引領我們一班年輕人到長春社的華仁老師魏神父,是參加一九七二年在瑞典舉行的「聯合國環境與發展高峰會」的唯一香港代表,誰也想不到輾轉三十年後,我和偉群會繼承這個傳統,率領香港非政府組織代表團往南非出席「可持續發展世界首腦會議」。這個會議可能是香港公民社會發展的分水嶺,三十多人的代表團回港後,很多都成為往後公民社會擴大網絡和跨界別合作的主力。

偉群在一九九○年從英國取得博士學位回港後,加入了香港總商會工作長達十八年,出任公職不下三十個,相識官員無數。換作他人,這些人脈關係和他對整個政商體系的透徹了解,都會變成「上位增值」的階梯,但他卻寧願把這些資產用作公民社會發酵成長的養分。

西九是最好的見證。二○○三年底的一個晚上,我收到偉群的電話,要我務必在晚飯後出來見面。我跑到灣仔一家酒店的咖啡室,見到偉群已經與榮念曾、黃英琦等幾個文化人在座,談論政府如何將西九文化區異化,招標興建天幕的歪理。偉群道出他推動公民參與的構思,希望我帶動關心可持續發展和城市規劃的專業人士,和文化界連成一線。這一晚聚會奠定了二○○四年十一月「西九龍民間評審聯席會議」的成立,核心成員還包括陳清僑、馬家輝、梁文道、何秀蘭、繆熾宏和司徒薇等人。

「西九聯席」強調知識為本,公眾參與,以理服人,與官員保持溝通,都是偉群秉持的信念。其後曾蔭權請許仕仁回巢, 並向「西九聯席」招安,但都徒勞無功。二○○五年底,政府終於宣布放棄天幕和單一招標,使西九得以重新起步,這都和偉群參與制定的民間策略有莫大關係。

除了環保,城市規劃和古蹟保育都是偉群醉心的志業。過去幾年,他親身參與或出謀獻策的議題比任何一位政府局長還要多:中環填海、灣仔繞道、啟德規劃、灣仔街市、太原街、喜帖街、景賢里、Jesseville、舊中區警署、前中央書院、嘉咸街、尖沙嘴山、北角油街、金鐘軍火庫、天星、皇后……這個清單還可以繼續下去。

重新詮釋公共知識分子

在權貴面前,偉群總帶點學者的孤傲;在熱血青年面前,他有智者的寬容;在摯友面前,他流露赤子的童真。不但在公民社會,在商界以至政界,從公民黨到自由黨的議員,都渴求他的睿智。

記得一位新局長上任後,邀請偉群和我到政府總部的辦公室會面。當時的天星碼頭已經拆,朱凱迪、何來等人正努力把皇后碼頭變成保育的地標。局長喋喋不休地解說政府面對的「困難」,最後只提出一個交換條件:只要政府能拆掉皇后,自會更好地保育灣仔舊區。

走出政府總部時已近黃昏,偉群和我相顧失笑,從他的眼角我卻瞥見隱隱的傷痛。只有對歷史無動於中的官僚才會把獨一無二的古蹟當作市場交易的商品。交易自然沒有做成,往後的發展是大家已知的歷史。

或許偉群介入社會的方式,已經替我們對「公共知識分子」一詞重新詮釋。

偉群是我們同學中最早結婚的一個,以他內斂但常帶幽默的性格,能夠不動聲色地把一位在環境營相識、曾經當過青年環境行動組副主席的女同學追到手,令我們既詫異又欣羨。他從不食言,卻在婚後跟我說過一句令他後來百詞莫辯的戲言。他說要「退出人類基因庫」,但十多年後卻添了兩位活潑伶俐的女兒,讓偉群內心不滅的童真在他慈父的角色中發揮得淋漓盡致。幾年前一家漢堡飽店每天派發一個不同款式的史諾比模型公仔,他為了讓女兒集齊全套,連續二十多天排隊啃下漢堡飽作午餐。

偉群是虔誠基督徒,從不說教,但對自己信守的價值卻毫不含糊。就在他和太太往西班牙度假前一星期,他參加每年一度的華仁舊生聚會,坐在他身旁是一位工程師和一位醫生。偉群以他一貫的熱誠,不厭其詳地指出立法會功能組別原是為了讓專業人士獻身公眾利益,而非爭取界別的私利。

一個自由主義的歷史學者,在他深愛的城市,以使者的風采,留下了目不暇給的印記。也許就在他中風失去知覺前的一刻,在巴塞隆拿博物館裏,他得到了些什麼靈感,還想給這個城市更多一點的叮嚀……

施政報告、十大基建和何議員欠你的交待

各位工程師朋友:


曾特首在上週發表了施政報告,我最感欣慰的是政府開始用實質行動回應氣候變化的挑戰:在啟德發展區設立區域供冷系統、研究限制銷售鎢絲燈泡、資助大廈業主進行能源及二氧化碳排放綜合審計,和進行提升能源效益工程的部分費用。有關建議與我在今年七月提出的政綱 (見www.albertlai.hk) 、公共專業聯盟今年八月的施政報告建議書和今年二月的財政預算案建議(見www.procommons.org.hk)吻合,但仍有很大改善的空間,例如區域供冷系統除了用於啟德,更可加快在西九文化區使用。


對於工程界最關心的十大基建,可說是施政報告的一大敗筆。除了例行交待項目進展外,特首完全沒有勇氣面對項目遇上的困難,更沒有高瞻遠矚的能力,順勢調整以迎接金融海嘯後新經濟週期的挑戰。例如深圳市剛調整了城市總體規劃,使河套區發展和港深機場鐵路等跨境項目出現變數;由於經濟衰退風險驟增,市民自然期望加快帶動本土經濟發展的項目,例如連接觀塘的啟德新區、大學城、副都市中心等(有關我對十大基建的分析及工程界的憂慮,請參考我在信報的文章,該文與施政報告同日發表,見附文。)


林鄭月娥局長承認本年度的工程開支只由原來的二百一十八億增至二百三十億,下個年度亦只有二百五十億。若政府只著眼於一些需要跨境協調、港府根本不能控制進度的項目(例如河套區發展、港深機場鐵路等),原先所謂創造就業的目標只會變成雷聲大、雨點小,更難以符合工程界和社會的期望。為了應付金融海嘯後的經濟低迷,政府必須順應時勢,調整項目,讓更多中小型和更多可以惠及不同工程專業的項目上馬。


為了工程界的聲譽,我建議大家多留意何鍾泰議員在立法會的表現。他贊成政府對領取生果金的老人家進行入息審查(根據10月16日大公報報導),投票反對賦予立法會專責委員會特權調查雷曼事件,更投票反對立法會成立專責委員會調查梁展文事件。


我們不希望社會大眾因為工程界議員的取態,誤認工程師都是涼薄的中產階層,不顧民間疾苦,與市民脈搏脫節。增加三百元的生果金只會增加政府年度開支19億元,不及政府去年減低公司利得稅率而少收44億元的一半。香港有四成老人家生活於貧窮線下,不少老人家有畢生積蓄十萬八萬元,想盡辦法保留這些「棺材本」以備將來健康惡化時應急之用,所以只靠生果金每天不到三十元過活。由於有資產在身,他們不能通過入息審查,我們要取消他們的生果金,用光自己的儲蓄再拿綜援嗎?在未有全民退休保障之前,我們能忍心讓他們活得更苦嗎?


最新消息:曾特首今天下午(10月24日)宣佈痛改前非,不會為增加生果金而進行入息審查。何議員不知民心背向,為順從特區政府便硬要反其道而行,平白押上工程界的聲譽;事至如今,是否有點枉作小人?


很多工程師和親友都是雷曼事件的受害者,更多工程師認為梁展文事件應該徹查。對於這些大是大非,關乎良好管治的重大議題,何鍾泰議員卻認為立法會應該撤手不管,這是否有違工程界所託?


我們都希望何議員能代表工程界的良知,使工程師得到社會更多的尊重。何議員能給工程師一個交待嗎?

Policy address, Infrastructure and Legislator Ho's Performance


From the policy address announced by the Chief Executive last week, I was most pleased that the government has at last begun to take substantial steps in responding to the climate change challenge. These include a new district cooling system in Kai Tak, restrictions on the sale of incandescent light bulbs, and the subsidies for energy audits and energy efficiency upgrades in buildings. These initiatives are in line with my election platform last July (see www.albertlai.hk) and the Professional Commons' proposals in respect of the government budget last February and in respect of the policy address last August (see www.procommons.org.hk). Yet there is plenty of room for improvements, such as the early application of district cooling systems in the West Kowloon Cultural District.


What is most disappointing in the Policy Address are related to the Ten Infrastructure Projects, a subject close to the heart of engineers. Except for a routine report on project progress, the CE has neither the courage to face the many challenges ahead, nor the vision to rise above the looming financial tsunami. For instance, the recent adjustment of the master plan in Shenzhen City has created many uncertainties to the Lok Mak Chau Loop Development and the Airport Link Project. The increased risk of economic recession will also lead to heightened public expectations on projects that can spur local economic growth, such as new Kai Tak development linking the old Kwun Tong District, a university town, and a secondary city centre.


The Secretary for Development, Mrs Carrie Lam, admitted that the government's infrastructure spending this year will only go up to $23 billion from last year's $21.8 billion. Even the estimate for next year will only be $25 billion. If the government continues to focus only on mega-projects, in particular cross-border projects which the government has little control (e.g. Lok Ma Chau Loop and the Airport Links), the original targets of job creation will be under-achieved. To respond to the new economic scenario post-financial tsunami, the government must start now to fine-tune its plans and encourage a more diversified range of projects, in particular projects of lesser size and projects capable of benefiting a broad range of engineering disciplines.


For the sake of the engineering profession's reputation, I would suggest that we pay more attention to the performance of Legislator Raymond Ho in Legco. He recently voiced support for means test for the recipients of the old-age allowance (according to news report in Ta Kun Pao on 16/10/08). He also voted against two motions: Legco's investigation into the Lehman Brothers affair using privileged power, and Legco's setting up of a special committee to look into the Leung Chin Man affair.


We do not want to see that the public, because of Ir Ho's attitude, misconstrue engineers as a bunch of uncaring middle class professionals totally detached from the needs of the disadvantaged. As a matter of fact, the increase of the old-age allowance by $300 per month will only lead to an increased annual expenditure of $1.9 billion, less than half of the $4.4 billion of annual revenue loss as a result of the reduction in company profits tax last year. At present around 40% of our aged population live below the poverty line. Many of them may have a life savings of say $100,000 or less. They rely on the old-age allowance of less than $30 per day for daily living in order not to run down their savings which they keep at all cost as a means for self-protection in anticipation of their declining health conditions. Since personal savings are regarded as financial assets, these senior citizens will not be able to pass the means test if applied. Should we cancel thei! r old-age allowance, thus forcing them to run down their savings and join the queue for CSSA? Should we make their lives more miserable before we can bring in a system of universal retirement protection?


Here is the latest development: the CE announced this afternoon (24/10/08) that he retracted his earlier proposition and would drop the idea of a means test. What purpose did Ir Ho serve by declaring this untenable position, except to put at risk the reputation of the engineering profession?


Many engineers and their friends were victims of the Lehman Brothers financial products. Still more engineers believe that the Leung Chin Man affair is worth thorough investigation for the sake of good governance. Yet Ir Ho has been asking Legco not to exercise its right to investigate. Is this in line with the expectation of the engineering profession?


It is our wish that Ir Ho can stand for engineers' conscience, so that we engineers can earn more respect from the public. Does Ir Ho owe us an explanation?

十大基建的內憂外患

「河套地區的開發絕不是直接確定專案就開發這麼簡單的事,首先應該對區域環境影響做出評價,河套地區是深港之間難得的綠色屏障,深港兩地的空間資源很有限,而最短缺的資源就是綠地資源。」 這番說話並非出自環保份子之口,而是深圳市社科院院長樂正今年六月在深圳市規劃局就河套地區開發舉行的首場內部諮詢會上的發言。



上月中文大學航空政策研究中心副主任羅祥國發表了研究報告,估計港深機場鐵路須投資三百至五百億港元,但客運量嚴重不足,即使強迫關閉了現有來往港深機場每程250元的渡輪服務,而鐵路單程收費四百元,客運量假設從現在的全年五十萬人次有每年百份之二十的增長,整個項目也只能從第十一至十五年才達致第一年有百份之三的回報。報告直言港深機場鐵路項目難以符合經濟效益。


樂正和羅祥國的觀點,對於曾特首賴以支撐去年施政報告的十大基建,無疑是當頭棒喝。


河套區開發和港深機場鐵路都是十大基建中的兩個跨境基建項目。無疑每一個大型項目都需要經過周密研究,在過程中出現調整甚至被判定不可行而須放棄,都是正常不過的程序。但在研究過程中時刻保持科學求真的專業精神卻需要極大的勇氣。


河套區「綠色屏障」的啟示


十大基建去年還未有一個項目開工建設,預計在曾特首於2012年落任前能夠開工的只有六個:南港島線、沙中線、廣深港高速鐵路、屯門西繞道及屯門至赤角連接路、西九和啟德發展計劃;其餘四個:港珠澳大橋、河套區、港深機場鐵路和新界北的新發展區更未有確定的時間表。



事實上,大家關心曾特首在今年的施政報告中除了宣揚各項進展之餘,能否誠實面對十大基建面臨的挑戰,從而因應調整。


一、 深港願景的落差


深圳市剛在上月公佈了《深圳國家創新型城市總體規劃(2008-2015年)》,把自主創新作為深圳市發展的主導戰略,而其中重點是加快城市環境建設,創造最佳人居環境,吸引高級人才聚集。深圳的發展主軸在於東、西、北三個方向,保留河套區的環境資源反而成為知識界主流的呼聲。這邊廂,就在香港舉行的諮詢會上,新界原居民開始質疑,政府開發人煙全無的邊境河套區是否意味要拖慢新界北的發展,幾個零散的所謂新發展區究竟能有甚麼成效?專業人士則指出全國高鐵的香港站明明可以設在錦上路,以發展元朗、錦田一帶成為副都市中心,為甚麼非要把總站設在西九的地底,強迫三百多萬新界人北上內地時須先往南走十多公里到九龍上車?


簡而言之,深圳前瞻性的願景已經使香港的規劃相形見拙,為最少四個項目添加變數:河套區、新發展區、全國高鐵和港深機場鐵路。


二、 市場投資意欲萎縮


過去一年進展較大的五個項目均有一個共通點:原先預計的私人資本投資影影蹤全無,政府須承擔全部投資。港珠澳大橋放棄招標,啟德郵輪碼頭招標失敗,西九推倒重來後由政府獨攬,沙中線和南港島線由政府全資興建,再租予港鐵營運。本來由政府投資基建並非壞事,但這意味著項目毋須按照市場規律經過風險評估,項目是否可行全由曾班子說了算。按照目前低透明度的做法,工程部門不能向公眾公佈詳細可行性研究,提交立法會的有限資料亦沒有熟悉專業的議員認真斟酌。由於政府高層不尊重專業意見,因外行領導內行而出現決策失誤的風險大增。


「願景貧乏症」隱憂


三、 工程界憂慮忽冷忽熱


工程界很多資深人士已經憂慮,政府不惜一切地推行十大基建,將會使投資額從目前每年兩百多億大幅飇升至兩、三年後的四、五百億,屆時創造的新價值只會跑到外來的公司和勞工手上,與政府聲稱為本地行業帶來可持續發展的目標背道而馳。況且十大基建原來的內容就已經遺漏了很多有利環境質素、能夠惠及更多工程專業的項目,例如高效焚化爐、淨化海港計劃生物處理工程、應對氣候變化工程、改善社區設施的小型工程等等,若果曾班子沒有按照專業意見及時調整基建項目的內容和進度的政治勇氣,將會使香港走上不少冤枉路。


深圳市社科院院長樂正指出,河套區的綠地是緩解深圳巿中心區熱島效應的主因;他的見識也同時反照出特區高層規劃基建時患上的「願景貧乏症」,從來未有深究「為何發展」、「為誰發展」的根本問題。今年施政報告的最大憂慮,是曾特首繼續把口號式的十大基建視為首長工程的政治任務,不惜代價也要「頂硬上」,變成「後金融海嘯期」尾大不掉的包袱。

給雷曼產品受害人的建議


我相信不少朋友都十分關注最近的金融海嘯,有些工程師或其家人,甚至受到雷曼迷你債券或其他金融產品的牽連。越來越多的案例說明,銷售這些產品的銀行沒有為客戶的風險上限把關,甚至出現以不良手法違規銷售的情況。〔我對事件的分析請參考我在101日刋於信報的文章〕


正因為這是系統性的失誤,我相信當務之急是由政府和金管局督促涉案的銀行與因違規銷售而購入毒債券的受害人盡快集體和解。若果你或你的親戚朋友是相關的苦主,我建議你盡早採取以下四項行動以保障本身利益:


向你購入產品的銀行發出書面投訴函;


向金融管理局投訴


向消委會以消費者(而非投資者)身份投訴;


加入你所屬的銀行受害人群組,以便在採取集體行動時能取得最新訊息。

Some Suggestions for the victims of Lehman Brother Products


I believe many friends are deeply concerned about the impact of the current financial tsunami. The family members of some engineers are even adversely affected by the collapse in value of Lehman Brother financial products. More and more cases have revealed that many retail banks had paid no attention to risk control for their customers, and some had even engaged in mis-selling. (For detailed analyses please see my article published in the Hong Kong Economic Journal on 1 October 2008).


Since this is now shown to be a systemic failure, I believe it is imperative for the government and the Hong Kong Monetary Authority (HKMA) to urge the retail banks to come to a collective settlement with those affected by these ‘poisoned products’ as a result of mis-selling. If you or your friends or relatives belong to the victim groups, I suggest that you consider taking the following four measures for your own protection:


Lodge a written complaint to the bank where you bought the product;


Lodge a complaint with HKMA;


Logde a complaint with the Consumer Council in the capacity as a consumer (not an investor);


Get connected to the victim groups of the relevant bank, so that you may get involved and notified of future collective action.

At the policy level, I shall continue to pursue the roles of HKMA and the SFC, and see what responsibilities they should take in the regulation of high-risk financial products and their sales to the public. 別讓毒債券「海水倒灌」

上週六應邀協助一班受雷曼產品拖累的銀行客戶,陪同他們與出售這些結構性金融產品的零售銀行會面。在會議上為數五十名的苦主列舉了很多疑似違規銷售的案例,其中一位中年女士表示她十四年來一直只做定期存款,卻因為老父退休後把畢生積蓄轉贈給她名下帳戶,被分行經理拉到房間裏遊說了兩個小時,最後在只見過一張簡單打印的產品介紹表後,便從一個已向銀行報稱不懂投資的存款人「升格」為高風險投資者,至今仍然未敢向老父啟齒說明損失。


另一位女士哽咽的說:毒債券比毒奶粉還要厲害,她揭開真相後,望見罐內空空如也,連結腎石的機會也沒有,只得眼睜睜地餓死……


投資者承擔自己選擇的風險,似乎是天經地義的道理。但銀行向客戶違規出售一些風險過高,明知超越他們承擔能力的產品,因而需要負上回購賠償的責任,又何嘗不是天經地義?


今次高調投訴的苦主大都是從二十一家零售銀行購入毒債券的傳統客戶,而非從兩家經紀行購入產品的投資者,便足以說明今次事件的癥結在於銀行誤判或無視客戶風險承擔能力,與不良銷售手法。究竟這只是無心之失,還是銀行高層追求利潤而出現層壓式包辦銷售額的惡果?


資訊不對稱釀成惡果


資訊不對稱是這些結構性金融產品,從設計到發行到零售均出現的最大問題。


一位擁有三個碩士學位、精通數學工程的基金管理公司總管私下透露,為了徹底搞懂這一類迷你債券的來龍去脈,他曾經買了兩本專書花了一個月時間,按照發行商提供的二次微分方程式逐條演算,最後還是難以確認這些風險評估的真確性,只得嘆一口大氣。


究竟這二十一家零售銀行和兩家經紀行的高層,有誰像我這位管理基金的朋友花大力氣去了解這些毒債券的風險,還是只倚賴評級機構的建議便指示下屬向客戶大力推銷?層層推演,負責向銀行客戶推銷這些名為結構性金融產品、卻實際上在銀行內由上到下誰也摸不清這些「結構」真正含義的毒債券的分行持牌代表,我們又能寄予多少厚望?可是,儘管這些分行代表掌握自己推銷的產品的資訊十分有限,他們對銀行客戶的財政狀況卻瞭如指掌 你的存款甚麼時候到期,你何時多了一筆意外之財,你每月生活費用多少 都在他們掌握之中。


面對這種資訊力量強弱懸殊的情況,只要銀行高層的道德操守稍為鬆懈,沒有主動為客戶能夠承擔的風險上限把關,便總有一批信賴銀行卻認知不足的客戶「落網」。毒債券總不愁沒有市場。


金融市場的運作倚賴兩項最重要的資產 資金和信任。越來越多的案例表明,今次毒債券出事的核心最終會歸咎於兩個環節:為何高風險產品會送到一批沒有能力承受風險的客戶面前推銷?為何違規銷售的情況廣泛存在而銀行和監管當局視若無睹?而核心中的核心更是:誰看中了存戶的資金卻背棄了存戶對整個金融制度的信任?


非常事件非常手段


特區政府目前竭力把毒債券事件局限在技術和法律層面:出事的源頭全在於一間遙不可及、政府愛莫能助的美國投資銀行;解決的方法在於依法調查,苦主如須索賠可以依法訴訟。這種方式適用於處理個別偶發的個案,但對於目前這種系統性的持續失誤,還適用嗎?


隨著越來越多銀行客戶願意挺身而出,越來越多「離譜」案例曝光,問責的呼聲自然會越來越高漲,問責的層次自然會從銀行高層上升到監管部門再到特區領導班子。這個計時炸彈,曾特首難道看不透嗎?


這次事件如何善後關乎香港金融中心的聲譽,曾特首是否視民望如浮雲實在無關宏旨。在資訊不對稱的制度下,誰來主持公道?在人心虛怯的金融海嘯中,如何才能維持信心?


在與銀行會面結束後,有一位存戶出奇冷靜地跟我說:「香港銀行業整體要認真考慮行業的誠信,『香港銀行靠唔住』和『香港銀行靠得住』這兩句話價值相差多少?遠不只200億港元吧?甚麼叫企業道德?」


相信每一間涉案銀行都已經仔細盤算,丟失了這一班客戶的信任不會在帳面上造成多大損失。但信任既是無形資產,自可在剎那間煙消雲散,絕不會只停留在一間銀行的帳簿上。


正如上週的強勁颱風遇上大潮,當政府部門在大澳防止山泥傾瀉的時候,冷不防海水倒灌,海水抽高3.7米,做成百年一遇的巨災。曾班子的政治判斷力,能夠防止海水倒灌的系統失誤嗎?

今次高調投訴的苦主大都是從二十一家零售銀行購入毒債券的傳統客戶,而非從兩家經紀行購入產品的投資者,便足以說明今次事件的癥結在於銀行誤判或無視客戶風險承擔能力,與不良銷售手法。究竟這只是無心之失,還是銀行高層追求利潤而出現層壓式包辦銷售額的惡果?


資訊不對稱  釀成惡果


資訊不對稱是這些結構性金融產品,從設計到發行到零售均出現的最大問題。


一位擁有三個碩士學位、精通數學工程的基金管理公司總管私下透露,為了徹底搞懂這一類迷你債券的來龍去脈,他曾經買了兩本專書花了一個月時間,按照發行商提供的二次微分方程式逐條演算,最後還是難以確認這些風險評估的真確性,只得嘆一口大氣。


究竟這二十一家零售銀行和兩家經紀行的高層,有誰像我這位管理基金的朋友花大力氣去了解這些毒債券的風險,還是只倚賴評級機構的建議便指示下屬向客戶大力推銷?層層推演,負責向銀行客戶推銷這些名為結構性金融產品、卻實際上在銀行內由上到下誰也摸不清這些「結構」真正含義的毒債券的分行持牌代表,我們又能寄予多少厚望?可是,儘管這些分行代表掌握自己推銷的產品的資訊十分有限,他們對銀行客戶的財政狀況卻瞭如指掌 ─ 你的存款甚麼時候到期,你何時多了一筆意外之財,你每月生活費用多少 ─ 都在他們掌握之中。


面對這種資訊力量強弱懸殊的情況,只要銀行高層的道德操守稍為鬆懈,沒有主動為客戶能夠承擔的風險上限把關,便總有一批信賴銀行卻認知不足的客戶「落網」。毒債券總不愁沒有市場。


金融市場的運作倚賴兩項最重要的資產 ─ 資金和信任。越來越多的案例表明,今次毒債券出事的核心最終會歸咎於兩個環節:為何高風險產品會送到一批沒有能力承受風險的客戶面前推銷?為何違規銷售的情況廣泛存在而銀行和監管當局視若無睹?而核心中的核心更是:誰看中了存戶的資金卻背棄了存戶對整個金融制度的信任?


非常事件  非常手段


特區政府目前竭力把毒債券事件局限在技術和法律層面:出事的源頭全在於一間遙不可及、政府愛莫能助的美國投資銀行;解決的方法在於依法調查,苦主如須索賠可以依法訴訟。這種方式適用於處理個別偶發的個案,但對於目前這種系統性的持續失誤,還適用嗎?


隨著越來越多銀行客戶願意挺身而出,越來越多「離譜」案例曝光,問責的呼聲自然會越來越高漲,問責的層次自然會從銀行高層上升到監管部門再到特區領導班子。這個計時炸彈,曾特首難道看不透嗎?


這次事件如何善後關乎香港金融中心的聲譽,曾特首是否視民望如浮雲實在無關宏旨。在資訊不對稱的制度下,誰來主持公道?在人心虛怯的金融海嘯中,如何才能維持信心?


在與銀行會面結束後,有一位存戶出奇冷靜地跟我說:「香港銀行業整體要認真考慮行業的誠信,『香港銀行靠唔住』和『香港銀行靠得住』這兩句話價值相差多少?遠不只200億港元吧?甚麼叫企業道德?


相信每一間涉案銀行都已經仔細盤算,丟失了這一班客戶的信任不會在帳面上造成多大損失。但信任既是無形資產,自可在剎那間煙消雲散,絕不會只停留在一間銀行的帳簿上。


正如上週的強勁颱風遇上大潮,當政府部門在大澳防止山泥傾瀉的時候,冷不防海水倒灌,海水抽高3.7米,做成百年一遇的巨災。曾班子的政治判斷力,能夠防止海水倒灌的系統失誤嗎?

失而復得 更懂感恩

來勢洶洶的八號風暴,已暫時遠去。謝謝各方朋友的關心、傳媒的幫忙、同事們的努力,上週日忽然被封的Facebook戶口 "Albert Lai" 已於今早回復原狀,讓我可與一夜間消失的九百多位朋友重逢。失而復得,教我更懂珍惜。但今次的小風波,絕對不會動搖我一直以來的信念,該做的事我當繼續努力的做,該說的話我當繼續發聲。

珍惜社會資本 珍惜自由

一夜間失去九百位朋友的打擊,實在無以名狀。互聯網帶來喜悅與方便,也帶來不能承受的重。


上週日(622),就在公民黨公佈了推薦參選今年立法會選舉名單後的深夜,我原來的Facebook戶口忽然被封殺。這可能純屬巧合,但令人思索網上的言論自由究竟由誰來捍衛? 我們是否仍然活在George Orwell 1984 中的 "Big Brother"的監控下?


"The price of freedom is eternal vigilance." 這句名言至今仍然一絲不假。稍一鬆懈,您和我的自由都會輕易丟失。


九百多位facebook網友是我和每一位朋友共同建立的社會資本。但願我們大家一齊在這帳户 (名字為 "Albert Lai New") 再聚在一起,在自由隨時被侵蝕的世界中保持清醒。

讓專業勇氣醫治「決策癱瘓症」

給工程師的十二封信 【之六】


 


各位工程師朋友:


 


上週我出席了一個有關珠江三角洲地區空氣污染研究報告的發佈會,一位香港大學醫學院教授語帶感慨地指出:「雖然這次研究清楚指出每年最少有一萬名珠三角、包括香港和澳門的居民,因為空氣污染而提早死亡,但是我不敢奢望政府會改善政策,正如禽流感已經發生了五次,損失無數,政府仍然不敢實行中央屠宰……」。香港,你究竟生了甚麽病?


 


在任何重視生命的文明社會,人命的損失和危害健康的風險是最能夠逼使政府大刀濶斧不惜代價改善政策的動力。第一次禽流感已經是十一年前的事,到今天才見到政府高層多一點决心,我們的決策官員究竟生了甚麽病?


 


特區政府高層患上了「決策癱瘓症」,受害的不僅是七百萬市民,更使工程界錯失了無數發展機遇。這些例子俯拾皆是:


 


·                   為了徹底改善空氣質素,可持續發展委員會兩年前提出近四十項共需投資逾五百億元的計劃,至今大部份石沉大海;


·                   中央屠宰場造價二億二千萬元,磋跎十一年落實無期;


·                   電廠減低排放須更換潔淨能源,政府遲遲不決定耗資一百億元的天然氣接收站興建方案,更未研究如何把天然氣應用普及化; 相比之下,北京公交部門已投資四十億元更換系統,今年將有五千部天然氣巴士在路上行走;


·                   我在2003年受可持續發展委員會所託召集了一個專家支援小組,推動公眾參與並制訂了固體廢物管理的可持續發展策略,包括推行焚化爐的建議,而早於1998年環保署的減廢框架計劃亦已提出興建焚化爐。可借直到今天,這個投資四十億元的計劃連是否進行政府也未作實;


·                   儘管早於2000年政府委任的國際專家小組已經建議進行淨化海港計劃的生物處理(即第二期乙工程),但政府高層至今仍然拒絕為這個108億元的項目訂立確切時間表;


·                   為了解決港島北岸的交通擠塞,電子道路收費系統過去二十年來研究了一次又一次,共建維港委員會委任的專家小組也認為建設中環-灣仔繞道不能取代電子道路收費,但至今政府仍然是議而不決。


 


單單上述拖延無期的工程項目總值已逾七百億元。只要添加政策創意,這些都是可以獲得社會大眾喝采表現政府能「急民之所急」的項目。然而,政府的拖延卻令社會在環境惡化和公共健康方面,繼續承受難以量度的風險。若果工程界不能團結起來,一起醫治特區高層的「决策癱瘓症」,我們損失的機遇實在不可勝數,每一位工程師都是受害人,每一位市民也是受害人。


 


特區政府高層拖延决策往往是由於自保心態、昧於國際形勢、不掌握技術關節、受制於特殊利益、或落後於加速改變的市民期望。工程界若能運用科學理據,以無畏無私的態度表達獨立的專業意見和前瞻思維,便可以凝聚巨大的道德力量,成為民意「造就者」,提供聰明答案,更成為協助政府下定决心前進的伙伴。


 


有人只敢私下說:「工程師最好只顧飯碗,不要作聲。」但其實大家心裏明白,真正顧飯碗的工程師不會願意在特權利益面前退縮,任人踐踏工程界發展的新機會。在權貴面前是其是、非其非,把專業人士的尊嚴放在第一位,才可以讓許多利民卻被冷藏的工程項目重見天日,才是工程師利己利人的最佳出路。

Let Professional Courage heal the “Policy-making Paralysis Syndrome”

Dear Fellow Engineers,


   



I attended a briefing on the latest report of air pollution in the Pearl River Delta region last week.  A professor from the Faculty of Medicine of the Hong Kong University lamented, “Although this research clearly shows that there are at least 10,000  premature deaths from air pollution in the Pearl River Delta which covers Hong Kong and Macau , I do not anticipate the SAR Government to make any policy improvements in this area. Just like bird flu, which has already broken out for five times and caused huge damages, the government still hesitates on the central slaughtering system.”


 


So, what exactly is Hong Kong suffering from?


 


In any civilised society, the loss of human life and the spread of health risks are the most crucial factors that will motivate a government to act boldly and resolutely to forge policy changes.   The first widespread outbreak of the avian flu was already eleven years back. However, it was not until recently that the highest echelons of the Government began to show a greater sense of determination to do something.


 


So, what exactly are our policymakers suffering from?


 


The SAR Government has all the way been suffering from a ‘Policy-making Paralysis Syndrome’ (‘PPS’). Because of such a syndrome, all citizens of Hong Kong are victimised. Hong Kong engineers, in particular, have seen the drifting away of myriads of opportunities that could have bettered our city’s development in numerous aspects. Examples are so obvious to pick:


 



  • To make fundamental improvements on Hong Kong ’s air quality, the Council for Sustainable Development recommended a comprehensive package two years ago, consisting of nearly 40 action items worth more than $50 billion of investments. Most of these proposed actions, however, have not even been discussed;

  • The Central Slaughtering House has been earmarked as a project worthy of $220 million. Eleven years have passed since the first outbreak of the bird flu but there is still no decision to go ahead;

  • For power plants to reduce emissions, clean energy is required. Yet the government remains undecided about the options for a $10 billion natural gas receiving terminal, not to mention the launch of any research studies on how to popularise the use of natural gas in our city. On the contrary, the public transport authorities in Beijing have already invested RMB 4 billion to upgrade their fleet and infrastructure.  Five thousand new coaches running on natural gas are expected to be seen on the roads of Beijing this year;

  • In 2003, I was entrusted by the Council for Sustainable Development to convene a specialists support group with a view to promoting public participation and recommending sustainable strategies in solid waste management. The construction of bulk treatment facilities such as incinerators is part and parcel of the recommended strategy.  Unfortunately the Government is yet to decide on whether the investment of $4 billion in incinerator will go ahead;

  • Although as early as 2000, the International Expert Panel appointed by the Government recommended that biological treatment (Stage 2B) of the Harbour Area Treatment Scheme is both necessary and desirable, the top officials still refuse to set a definite timetable for this $10.8 billion project;

  • To relieve traffic congestions on the northern part of the Hong Kong Island , the electronic road pricing system has been put to earnest investigation time and again in the past twenty years.  Even the Transport Expert Panel appointed by the Harbourfront Enhancement Committee agreed that the Central-Wanchai Bypass could not be a replacement of the electronic road pricing system.  Nonetheless, the Government has still not made up its mind.

 


The endless delay of these projects alone has already led to the loss of engineering contracts worth over $70 billion.  If creativity were ever applied to policymaking, these projects could have earned loud public applauses for the Government, and demonstrated to Hongkongers that the Government really cares what they care.  Instead, the indecision and delay on the part of the Government have continued to heighten the immeasurable risks in environmental quality and public health.  Therefore, if Hong Kong ’s engineers do not stand together to help heal this PPS at the Government’s top level, the loss to the profession is both gigantic and endless.  Not only every engineer becomes a victim; everybody in Hong Kong becomes a victim.


 


It is the self-preservation mentality of the Government’s top policymakers that has led to all these.  The present situation is also caused by these officials’ lack of international perspective, their inability to grasp key technical know-how, their kow-towing to vested interests, or their failure to keep pace with changing public aspirations. If  engineers can articulate their views using good science, and voice them out with professional integrity and independence, they will gain significant moral strength to become  true ‘enablers’ of public opinion - providing smart solutions and becoming true partners of the Government by enhancing the latter’s resolve in policy-making.


 


Some may say in private that “engineers should better mind their own jobs and keep their mouths shut.”  But I think all of us can understand that any engineer who truly cares for his or her own job will not step back in the face of vested interest and let the profession’s new development opportunities be trampled under its feet.  Speaking the truth in front of the power and the rich is the best way to reinstate the professional pride of all engineers to where it should be.  It is in the best interest of all engineers and Hongkongers to walk tall and thereby revive all those frozen but badly needed engineering projects.

巴黎行,香港也行系列之一:單車自由行


我曾經以公共專業聯盟主席的身份,在「人文西九」和「重構城市佈局」的研究報告內,分別介紹和建議「單車自由行」和「副都市中心」的概念,並以法國巴黎市的“Velib”單車租用計劃, La Defense 商業中心,分別為單車自由行和副都市中心的範例


我的同事剛到過巴黎,並實地考察看過“Velib”單車租用計劃,和 La Defense 商業中心的規劃。他對我說“Velib” 單車租用計劃非常受歡迎,巴黎市各處都可以看到有人騎著有“Velib”字樣的灰色單車; 租單車很簡單,只要拍一拍類似八達通的卡就可; 各單車站佔用很小的地方的,但卻可提供20輛單車,它們往往很快就被租用了。所以,"Velib" 單車租用計劃絕對可在香港推行!


希望香港也能實現單車自由行!

控告「時代廣場」暴露公共空間的更大失誤

在上月底的立會聽證會上,林鄭月娥局長失儀地指責社會人士對「偽公共空間」的投訴自從政府被揭發與發展商一起炮製了遍佈全港的「偽公共空間」後,不但遲遲未有公佈1997年前與發展商閉門私訂的「偽公共空間」清單,更拒絕制定一套清晰的「公眾使用權行使準則」,使市民無所適從,小業主更大呼寃屈。究竟政府有甚麼不能見光的秘密?


 


市民大眾越來越清楚政府未能維護公眾利益,政府終於在本週决定控告「時代廣場」違约獲取暴利,達十五年之久。但背後的問題還有更多更多………

香港【無國界工程師】成立 選定四川地震重建先導項目並展開募捐行動

感激「無國界工程師」一眾兄弟姊妹的努力及各界的支持,「無國界工程師」終於在昨天(15/6/08)正式就職。

以下是昨天的新聞稿:


在四川5.12大地震後一班熱心工程師發起的香港【無國界工程師】今天舉行成立典禮,並介紹【無國界工程師】的四川重建考察隊的考察成果及下一階段支援四川重建的先導項目。


獲推選為香港【無國界工程師】主席的黎廣德表示:「我們在四川大地震兩天後提出了【無國界工程師】的構思,在短短一個月內已經有超過1200名支持者,並有超過140多人正式加入了「人道工程師及專業人員名册」,遠超我們的預期。熱心伸出援手的不僅是工程師,還包括建築師、規劃師、測量師等,確證了香港專業人士的人道精神。我們希望把【無國界工程師】建設成為一個獨立的平台,讓香港專業人士在四川重建和在隣近地區的救援、減貧和發展工作盡一分力,體現香港作為一個富裕城市對國際社會的承擔。」


香港【無國界工程師】在 六月一日 己經派出一個四人工作隊*到四川和甘肅,剛剛完成了為期十天的初步評估工作。身兼規劃師和工程師的工作隊領隊吳永輝表示:「工作隊與「四川512民間救災行動」及多個官方和民間組織進行會議,亦走訪深受地震破壞的都江堰紫坪鋪鎮、彭州市的紅岩鎮和通濟鎮、北川縣擂鼓鎮茨溝村、廣元市、青村縣和甘肅省文縣等地。現時內政府及非政府組織,的確在臨時帳篷與食物的提供、醫療、災區兒童救濟等方面,都已經做了大量的工作。但下一階段的重建規劃如何能做到妥」,對於中央政府指示盡快完成規劃重建方案,及考慮現實環境挑戰的一個兩難。


經過評估後,香港【無國界工程師】已經初步選定了兩個資源特別困乏的災區進行先導項目。負責統籌該兩個項目的建築師梁燕玲表示:「我們選擇了甘肅文縣碧口鎮響浪村和都江堰紫坪鋪鎮進行整合支援的先導項目,希望整合各種專業提供的專長及資源,與當地夥伴合作進行較深入的規劃、重建和發展工作。支援的範圍可以包括調查研究、規劃、公共衛生、抗震房屋和校舍重建,以至可持續發展的技術支援。我們亦會考慮一些適當的項目作出不同程度的支援。我們會特別重視當地災民的全方位參與,將會採用「與民共建」作為【無國界工程師】的工作原則。」


除了先導項目外,香港【無國界工程師】正與多個本地民間團體協商,為它們即將進行的四川重建工作提供專業支援。香港樂施會已承諾為進入災區的專業人員提供人道救援所需的培訓課程,【無國界工程師】並已邀請得李焯芬 教授(中國工程院院士及香港大學副校長)亮 華飛 教授(香港大學建築學院院長及前美國普林斯頓大學建築學院院長)出任榮譽顧問。

"無國界工程師主席黎廣德昨日出席成立儀式時說,四川大地震後他倡議成立的無國界工程師,短短一個月內有逾1,200名支持者,包括逾140名工程師、建築師、規劃師、測量師等,他們正式加入「人道工程師及專業人員名冊」。各人旨在發揮專業人道精神,建立一個獨立平台,為四川災區重建盡一分力。他表示,無國界工程師在災後曾派出四人工作隊評估部份災區情況,決定選擇都江堰紫坪鋪鎮提供支援先導項目。無國界工程師希望與當地合作夥伴,透過實地調查研究,在規劃、公共生、抗震房屋和校舍重建的工作,採取「與民共建」原則,達到可持續發展的技術支援原則。曾到災區視察的工程師蘇耀坤說,災區中不少沒有倒塌的學校只有橫樑完好無缺,不少支柱卻已損毀,這些樓房可以繼續保留,但需要進行支柱加固工程,無國界工程師其中一個重點,是協助這類建築物的加固工程。"

EWB Appeals for Donation To implement Pilot Projects in Sichuan

After the devastating earthquake in Sichuan on 12 May, a group of dedicated engineers and built environment professionals in Hong Kong has come to the forefront and grouped themselves together to form a new humanitarian services organization called Engineers Without Borders (EWB-HK). At its official launch today, the EWB-HK’s reconstruction assessment team reported on the results of its recent visits to Sichuan and announced the pilot projects it has devised for the next stage.


 


Ir Albert Lai Kwong Tak, the newly elected chairman of the EWB-HK, said, “The idea of the EWB-HK was born two days after the Earthquake. Within just about a month’s time, we have registered a total of more than 1,200 supporters. Over 140 professionals among them have formally put their name down on our Register of Humanitarian Engineers and Professionals. The response was more encouraging than we had expected, as not only engineers but also architects, planners and surveyors have joined the EWB-HK, testifying to the deep-rooted humanitarian spirit amongst the professionals in Hong Kong .  We hope EWB-HK can become an independent platform for Hong Kong professionals to contribute their skills and knowledge to the reconstruction work in Sichuan as well as in other neighbouring countries suffering from natural calamities, poverty and other developmental challenges. It is only through such humanitarian services that Hong Kong can live up to its name as an affluent city with a big heart for the international community.”


 


On 1 June, the EWB-HK sent a four-member team* to the Sichuan and Gansu Provinces , resulting in an initial assessment report on the ten-day trip. “Our team met up with the Sichuan 5.12 Civic Relief Action Group and various official and local organizations. We visited many badly stricken towns including Zipingpu of Dujiangyan City, Hongyan and Tongji of Pengzhou City, Cigou Village of Leigu Town in Beichuan County , Guangyuan City , Qingchuan County and Wenxian County of Gansu Province. Over this short period, government and non-government organizations in China have done a lot on the provision of temporary camps, food, medicine and children’s aid. The real challenge yet to come is reconstruction planning, which will be crucial for the next stage. The Central Government of China has voiced the need for a post-earthquake reconstruction plan as soon as possible, in order to stabilize the situation in the affected areas. But this demand posted a dilemma in view of the practical difficulties experienced on site,” according to team leader Mr Stanley Ng, a planner and engineer.


 


After the initial assessment, EWB-HK has identified two resource-stricken towns to implement its pilot projects.  Architect Ms Carol Leung, coordinator for these projects, explained the ways to operate. “We have chosen Xianglang Village of Bikou Town in Gansu Province and Zipingpu Town of Dujiangyan City in Sichuan Province for a comprehensive approach of our volunteer services. We hope to consolidate various types of expertise and resources available and work together with our local partners to more thoroughly accomplish our tasks in the planning, reconstruction and development work for those affected by earthquake.  Our support can be in the form of research analyses, planning, public health, earthquake-resistant housing, the rebuilding of school premises, as well as technology transfer for sustainable development.  We would attach special importance to local participation in all matters relating to the reconstruction work. ‘Rebuilding with the people’ is  one of EWB-HK’s guiding principles.”


 


On networking, the EWB-HK is also offering their professional support to several non-government organizations involved in relief work in Sichuan . Oxfam Hong Kong has pledged to organize training courses for members of the EWB-HK, equipping them with the necessary soft skills to carry out humanitarian work.  Professor C F Lee (Fellow of the Chinese Academy of Engineering and Vice-President of the University of Hong Kong) and Professor Ralph Lerner (Dean of Faculty of Architecture of the University of Hong Kong and former Dean of Faculty of Architecture of Princeton University), have kindly consented to serve as Honorary Advisors of the EWB-HK.


 


To implement reconstruction in Sichuan , EWB-HK is appealing to the public for donations. The initial target is HK$5 million.
