儘管今年所有學校的教學安排,都被特首親自調教的「豬流感重藥」打亂,全港有不下三千名中學老師仍然在為今年九月開始實施的新高中通識課程緊張籌謀。通識教育開宗明義地以培養年輕人多角度、批判性和獨立思考,並加強社會觸覺為目標。雖然傳媒近期以「評分冇譜」、「才子通識也肥佬」這種考分主導的慣性思維,把通識課程以戲謔方式報道,但事實擺在眼前,將來每年八萬多的高中畢業生,都會經歷通識科的洗禮。因此,通識科如何教、學生如何學,是關乎香港下一代接班人如何與社會銜接、如何傳承社會核心價值的大事,絕對不能忽視。
正因為通識課程的綜合性高、可塑性強,大大開拓了教學空間—從課室延伸到社區,讓學生進行參與式學習。但活用延伸的教學空間需要新資源和新裝備,在目前的教學環境下,除非老師獲得額外支援,教學模式很大機會被傳統思維左右,不但會損害學生從教改所獲的得益,更會削弱把下一代培養成「負責任公民」的通識課程目標。
嶺南大學陳清僑教授等剛完成了一項有關初中綜合人文科的研究,調查結果可作新高中通識科教學的示。其中一項發現十分有趣:老師以為學生最不喜歡小組討論,卻原來學生最不喜歡老師講課和專題研究,最喜歡小組討論。這種認知上的反差,可能隱示教學資源與教學目標不配套的危機。
舉例來說:「今日香港」是通識課程六大單元之一,老師究竟應如何引導同學認識香港?
港人財富與享受不對稱
香港經常贏得全球最自由經濟體系的美譽,「最方便營商」指數全球排行第四,根據世界銀行按二七年的購買力平價計算,香港人均國民生產總值以四萬二千三百二十一美元排行全球第六。
但與此同時,香港在「最適宜居住城市」的全球排名是七十【註】,以點五三的堅尼系數成為全亞洲貧富最懸殊的城市,人均居住面積更少得可憐,每人不到十五方米,比全國平均的二十六方米差了一大截,是中國城市中的「包尾大幡」。
這些對比強烈的數字說明了一個事實:香港人享受的發展成果,與香港整體能力和資源不相稱。香港的發展受到種種環境資源的制約—水、空氣、土地、都市空間、鄉郊景觀、文化古蹟、交通網絡等等,但這些制約是命定的嗎?為什麼大部分香港人無法享受辛苦耕耘後應得的成果?
若果老師能夠帶動學生從日常生活開始思考,通過親身參與,觀察一些社區內活生生的案例,這都是學習通識科「今日香港」的上佳途徑。
土地價值成爭議核心
近月來社會上很多爭議,都與土地價值密不可分。例如政府建設高速鐵路,為了追回過去耽誤決策的時間,不惜省卻諮詢而堅持遷拆菜園村;過去兩周有建築商不顧農民報警反對,用建築廢料把塱原河上鄉農地大幅填埋;上周立法會就開發商強制拍賣舊樓的門檻,應否由九成降低至八成召開公聽會,共有七十多個團體代表出席陳詞;東涌居民和環保團體在上周集資登全版廣告,要求把港珠澳大橋填海區位置,從機場島東面移至西面,以免破壞社區環境等等。
看來,這類爭議還會愈演愈烈,若果學生參與其中,可以切身處地搜集各方面的論據,從而以批判思維反思這一代香港人秉持的價值:新界農地的未來是否只能體現於土地的開發價值?對土地關愛、對大自然關愛是否已成過去?若果尊重不同生活方式是主流價值,舊樓居民因為堅持物業居住權而拒絕拍賣,與開發商認為重建發展權凌駕一切的觀點究竟應如何取捨?在高速發展基建的過程中如何維護社會公義,使弱勢社區不致在「發展」的大旗下被犧牲?
香港有活躍的公民社會,單是香港社會服務聯會的成員機構便有三百多家,再加上很多自發的社區組織,都可以為通識科教學提供多元化的「實例支援」。關鍵在於老師能否善用社區資源,擴教學空間。一位老師在上周一個研討會後,一臉無奈地向我提出了一個問題:若果校長和家長一如既往,要求他保證通識科有八成及格率,他哪裏還有什麼教學空間?
弔詭的是:通識科沒有指定課本,既然連才子也會「肥佬」,誰又敢說社區參與不能變成提升合格率的捷徑?
香港人均國民生產總值排行全球第六,「最宜居城市」卻排名第七十,堪稱是一個「6╱70密碼」。若果參與式學習能夠激發年青人破解「6╱70密碼」的意欲,通識科教學不應只是中學教師的焦點,更應是公民社會的共同關注,用以造就下一代,成為釋放香港潛能的契機。

新高中通識課程將於今年九月實施,如何具體組織教材, 設計教學進程已經迫在眉睫。 由香港可持續發展公民議會創會主席黎廣德新著的《釋放香港》 一書在今年六月底出版,內容涵蓄了通識課程內有關「今日香港」、 「全球化」和「能源科技與環境」等單元的香港事例, 正好為老師教好通識科提供新途徑: 善用同學在生活上熟悉的本土故事,設計以行動為先的課程模式, 利用豐富的社區資源,減輕老師負擔。

正生書院其實不是戒毒所,而是一所私立學校、「重生學校」。學校以「生命意義治療模式/全方位互動治療社區」,訓練學生積極面對人生,教導他們待人處世。學校的老師同時擔當輔導員及教練,提供人生方向的教育、訓練和輔導。
正生書院與公民黨將於6月26日 (國際禁毒日- International Day Against Drug Abuse and Illicit Trafficking)合辦一個名為「從理論到實踐 – 正生書院的教學及輔導模式」的經驗分享會,令社會各界更了解正生書院的辦學模式,及其透過康復和教育服務結合的非傳統戒毒方法。

The value of whistleblowers are evident in two recent incidences: PCCW’s privatization saga which came to an abrupt end all because of one informer had told David Webb of the vote-rigging arrangement; Mr Greg So’s “business card” affair highlighted the danger of abuse by senior officials, which would not have been exposed had there not been an informer from within the Immigration Department. The earlier episode of Paul Morris at the HK Institute of Education, which alerted the public of the need to safeguard academic freedom, all pointed to the urgency for whistleblower protection. By international standards, HK is seriously lagging behind. The US enacted a “Whistleblowers Protection Act” in 1989 and the UK a “Public Interest Disclosure Act” in 1998. We must act now so that professionals are protected when they speak up in defense of public interest.
While the upward trend of the Hang Seng Index last week offers a small comfort, HK is still in recession. More stimuli and bolder vision are needed. The Civic Party compiled a comprehensive Action Agenda for HK’s Green New Deal which recommends the creation of 87,000 jobs through a total investment of $35.8 billion. When I presented the proposal last month at an event organized by the Climate Change Business Forum, there was huge enthusiasm from the business audience. If the government can be persuaded to adopt these recommendations, the benefit will be huge for professionals in terms of business opportunities and new job prospects.

跟入牛年,香港正面臨三重挑戰: 自上世紀三十年代大簫條以來最嚴峻的環球經濟危機、 為人類福祉帶來嚴重風險的氣候變化、 以及威脅市民生活質素的環境質素惡化問題。 我們已經不能接受逐一解決這些問題, 我們需要的是一個可以立即明智地同時解決這些問題的方法。
綠色新經濟包含多個方面,包括解決污染問題、減少廢物、 改善城市規劃、優化建築物、建設可持續發展基建、 向環保運輸模式轉移、改善能源政策和經濟去碳化。 這一切將有賴於公共投資和創意政策,也能協助創造新就業和商機。
是次政策圓桌會的目的,是透過各持分者的討論, 歸納大家對綠色新經濟的意見,並嘗試摸索一些能帶來有型效益, 例如創造職位和商機的政策建議。
多位專家講者將就空氣質素、環保運輸、能源改革、廢物管埋、 規劃及環保建築、綠色金融及可持續基建等議題進行簡短介紹, 隨後參加者將被分成小組進行討論,就各個範疇探討以下三個問題:

Invitation to Policy Roundtable
As we move into the Year of the Ox, Hong Kong is faced with three challenges: a global economic crisis characterised as the worst since the Great Depression of the 1930s; a changing climate that poses serious risks to the well-being of humankind; and local environmental degradation that threatens the community’s pursuit of a better quality of life. We cannot afford to deal with them one by one. We need a smart solution to deal with them all at once.
There are many facets to a Green New Deal: to tackle pollution, to reduce waste, to better plan the city, to upgrade building stocks, to build sustainable infrastructure, to shift to green transport, to revolutionise energy policy and to decarbonise the economy. All of them will benefit from public investments and innovative policies, and all of them will create green jobs and business opportunities.
The purpose of the Policy Roundtable is to consider the findings from stakeholder dialogues and to explore innovative policy measures that may create tangible benefits including new green jobs and business opportunities.
Expert speakers will give brief presentations focusing on the areas of Air Quality & Green Transport, Energy Revolution, Waste Management, Planning & Green Building, Green Finance, and Sustainable Infrastructure, before smaller discussion groups will be formed to consider and discuss answers to three main questions for each area:
